Open educational resources (OER) are free, openly licensed educational resources, including textbooks, videos, tutorials, and more. Users of OER are permitted to use, adapt, and redistribute the material with minimal restrictions based on Creative Commons licensing. Open Access books

Open Access books don't have the same adaptation options of OER, but they are free to read and download and are high-quality, peer-reviewed scholarly material suitable for learning and research.
